The Society for Scholarly Publishing (SSP) held its 43rd Annual Meeting from May 24 to 27, 2021. Cactus Communications participated in the Annual Meeting with a session on the academic publishing landscape of China.
The session was moderated by Donald Samulack, Head, Global Stakeholder Management, Cactus Communications. The highlight of the event was an exclusive pre-recorded interview with Dr. Zhaoping Lyu, Executive Secretary, China Association for Science and Technology (CAST).
Overview
The development of a world-class domestic STM journal publishing program has become a national goal of China. China has emphasized its national strategy to build a group of the world’s leading STM journals within a clear timeline through the issue of the “Chinese STM Journal Excellence Action Plan (2019-2023),” which includes specific directives to encourage domestic collaboration and expansion. Additionally, in February 2020, the Ministry of Science & Technology issued the notice “Some measures to eliminate the unhealthy orientation of ‘paper-only’ in science and technology evaluation (trial).” At the same time, a new notice on “Regulating the use of related indicators in SCI papers in higher education institutions: opinions on establishing correct evaluation orientation” was jointly issued by the Ministry of Education and the Ministry of Science & Technology.
To help inform the international publishing community, this session aimed to provide first-hand critical insight into these most recent developments that have the potential to reshape the academic publishing industry in China.

Dr. Zhaoping Lyu, Executive Secretary, China Association for Science and Technology (CAST)
Before Dr. LYU took the position of Executive Secretary of CAST in April of 2020,he successively served as Deputy Director, Director and Secretary of the Party Committee of the State Key Laboratory of New Metal Materials of the University of Science and Technology Beijing. In June 2017, he was appointed as Vice President of the university and concurrently served as Member of the Standing Committee of the Party Committee of the university. As a distinguished professor, Dr. LYU was selected member of the Changjiang Scholar Programme of the Ministry of Education.

Christine Hu supports growth and oversees the commercial activities of the Greater China region. She has rich experience in marketing, communications, and government relations in the publishing, information service, clinical solution, and pharmaceutical industries. Christine served as Marketing Head of CACTUS Greater China before she advanced to her current position. Prior to joining CACTUS, Christine has held leadership roles in the R&D-based Pharmaceutical Association Committee and Wolters Kluwer China, as well as within the national-level English-language daily newspaper, China Daily.
Bing Liu, Professor of Editorship and Vice President, Chinese Medical Association Publishing House
Prof. Bing Liu is responsible for the publication, management and digitization of 147 Chinese Medical Association Journals. He is also the Editorial Director of Bio-X Research, Editorial Board of Acta Editologica, and Secretary General of the Medical Journals Committee of Chinese Editology Society for Scientific Periodicals. He used to work as the Editorial Director in the Chinese Journal of Cardiology for many years.
Tieming Zhang, Director General, Society of China University Journals
Tieming Zhang has nearly 20 years’ experience in the editing and publishing of scientific journals and has published research papers on editorial science. He has led a number of research projects for the Chinese Association for Science and Technology (CAST), Beijing Municipal Education Commission, and the Science and Technology Department of China’s Ministry of Education. He has also participated in the drafting of consulting reports and policy recommendations on the development and reform of journals, and has been invited many times as a review expert for journal projects of China’s Ministry of Education and CAST. He is also the President of Society of China University Journals; Board member of China Journal Association; and Member of the 8th Science and Technology Commission under the Ministry of Education.
Zong-Ming (Max) Cheng, PhD, Editor-in-Chief of Horticulture Research/Plant Phenomics, Nanjing Agricultural University/University of Tennessee
Dr. Zong-Ming (Max) Cheng received his PhD in horticulture (a subfield of plant science and agriculture) from Cornell University in 1991, and has been a faculty member for over 30 years at North Dakota State University and the University of Tennessee. He has published over 140 peer reviewed papers and was elected Fellow of the American Society for Horticultural Science in 2012. In 2014, Dr. CHENG launched the journal Horticulture Research (HR), published by Nature Publishing Group (now Springer Nature), and served as the founding Editor-in-Chief. HR was indexed in SCIE in 2017, and is now ranked #1 in the JCR field of Horticulture, and #l6 (of 234) in Plant Science.
